Minority Report
Do you recall in the movie "Minority Report", the precogs would foresee murders that are going to happen and the future cops would arrest these "criminals" who would have committed the murders, before they did commit them. However, Tom Cruise in the movie also showed that actually these people had a choice even at the critical moment whether they would kill, be it out of revenge, out of envy, out of anger, etc. So is the thought of killing alone be sufficient to warrant an arrest?
I have once read from somewhere: everyone has good and not so good thoughts, but the difference is that "bad" people have bad thoughts and they go on to carry out bad actions while good people only think about it but do not carry it out. When was the last time something not so nice crossed your mind but eventually you choice not to carry it out because it's not the right thing to do?
Is the thought of stealing the same as stealing?
Is the thought of murder the same as murder?
Is the thought of cheating the same as cheating?
Is the thought of lying the same as lying?
